शिकागो. शिकागो में सोमवार रात एक बुजुर्ग दंपति को उनके घर के कबाड़े में दबे होने के तीन हफ्तों बाद जिंदा निकाला गया। ये दोनों अपने घर में इकट्ठा किए गए कबाड़े में ही दब गए थे।
76 वर्षीय जेसी गॉस्टन और उनकी 79 वर्षीय पत्नी थेलमा गंभीर हालत में अस्पताल में भर्ती हैं। शिकागो पुलिस प्रवक्ता माइकल फिजपैट्रिक के अनुसार बचावगर्मियों को घर में घसुने के लिए काफी मशक्कत करनी पड़ी। पुरे घर में घरेलू सामान और कबाड़ा बिखरा पड़ा था।
पुलिस घर में बुजुर्ग दंपति का हालचाल देखने गई थी लेकिन पड़ोसियों ने बताया कि वो तीन हफ्तों से देखे नहीं गए हैं। जब बचावकर्मी घर में घुसे तो पति-पत्नी अपने घर के कबाड़े में दबे पड़े थे। दोनों को गंभीर हालत में बाहर निकाला गया। एक पड़ोसी के अनुसार निकाले जाने के बाद गॉस्टन और थेलमा हांड-मांस का ढांचा लग रहे थे।

सेक्स वीडियो बना पूर्व प्रेमी कर रहा ब्लैकमेल
कुआलालंपुर. मलेशिया में एक महिला को उसके पूर्व प्रेमी की पत्नी ने उसके सेक्स वीडियो यू-ट्यूब पर पोस्ट करने की धमकी दी है। एंजी नाम की इस 28 वर्षीय महिला का कहना है कि उसके पूर्व प्रेमी की पत्नी उधार की रकम मांगने पर उसके सेक्स वीडियो इंटरनेट पर डालने की धमकी दे रही है।
28 वर्षीय एंजी ने बताया कि जब वो 2005 में इस महिला के पति से मिली थी तो उसे पता नहीं था कि वो शादीशुदा है, बाद में उसका भेद खुलने पर उसने संबंध समाप्त कर लिए थे। तीन साल तक चले अफेयर के दौरान एंजी के प्रेमी रहे व्यक्ति ने सेक्स करते हुए उसके वीडियो भी बनाए। एंजी का कहना है कि उससे कहा गया था कि वीडियो डिलीट कर दिए गए हैं।

क्या है शिक्षा का अधिकार कानून ? (RTE)
नई दिल्ली. एक अप्रैल से देश के 6-14 आयुवर्ग के बच्चों को मुफ्त और अनिवार्य शिक्षा देना कानूनी रुप से सरकार के लिए जरुरी हो जाएगा। यह सबकुछ संभव हो रहा है बच्चों को मुफ्त और अनिवार्य शिक्षा के अधिकार एक्ट-2009 की वजह से। केंद्र सरकार ने इस बिल पर पिछले साल ही अपनी मुहर लगा दी थी और तय किया था कि एक अप्रैल 2010 को इसे पूरे देश में लागू कर दिया जाएगा।
क्या है खासियत
- इस कानून की सबसे बड़ी खासियत यह है कि अब सरकार के लिए उन बच्चों को शिक्षित करना जरूरी हो जाएगा जो 6-14 के आयु वर्ग में आते हैं।
- यह कानून स्कूलों में शिक्षक और छात्रों के अनुपात को सुधारने की बात करता है। मसलन अभी कई स्कूलों में सौ-सौ बच्चों पर एक ही शिक्षक हैं। लेकिन इस कानून में प्रावधन है कि एक शिक्षक पर 40 से अधिक छात्र नहीं होंगे। हालांकि यह कोठारी आयोग की अनुशंसा 1:30 से कम है।
- इस कानून के अनुसार राज्य सरकारों को बच्चों की आवश्यकता का ध्यान रखते हुए लाइब्रेरी, क्लासरुम, खेल का मैदान और अन्य जरूरी चीज उपलब्ध कराना होगा।
- 15 लाख नए शिक्षकों की भर्ती, जिसे एक अक्टूबर तक ट्रेन करना जरूरी है।
- स्कूल में प्रवेश के लिए मैनेजमेंट बर्थ सर्टिफिकेट फिर ट्रासंफर सर्टिफिकेट आधार पर प्रवेश से मना नहीं कर सकता।
- सत्र के दौरान कभी भी प्रवेश
- निजी स्कूल में 25 फीसदी सीट गरीब बच्चों के लिए
क्या है खामियां

- अंतराष्ट्रीय बाल अधिकार समझौते के अनुसार 18 साल तक की उम्र तक के बच्चों को बच्चा माना गया है। जिसे 142 देशों ने स्वीकार किया है। भारत भी उनमें से एक है। ऐसे में 14-18 आयुवर्ग के बच्चों को शिक्षा की बात इस कानून में नहीं कई गई है।
- इस कानून को केंद्र सरकार की सबसे बड़ी उपलब्धि में से एक बताया जा रहा है। जबकि संविधान में पहले से ही यह प्रावधान है और 2002 में हुए 86वें संशोधन में भी शिक्षा के अधिकार की बात कई गई थी। लेकिन सरकार अब जाकर यह कानून ला रही है। इन आठ सालों में बच्चों की पूरी एक पीढ़ी इस अधिकार से बाहर हो गई।

युद्ध के दौरान पूर्वी कमान के चीफ रहे रिटा. ले.जन. जेएफार जेकब ने ये कबूल किया है कि रिकार्ड गुम हो चुके हैं। जेकब के अनुसार जिस वक्त अगस्त 1947 में उन्होंने पूर्वी कमान के कमांडर का पद संभाला उन्होंने ये रिकॉर्ड देखने की इच्छा जताई। उस वक्त उन्हें बताया गया कि वो दस्तावेज नष्ट कर दिए गए हैं, हांलाकि उन्होंने ये बताने से इंकार कर दिया की इन्हें नष्ट करने का ऑर्डर किसने दिया था।

1967 में सशस्त्र क्राति के माध्यम से किसानों और मजदूरों को उनका हक दिलाने के लिए पश्चिम बंगाल के नक्सलबाड़ी नामक स्थान पर एक आंदोलन की शुरूआत की गई थी। जिसे उसके स्थान के नाम पर नक्सलवाद आंदोलन कहा गया। इसके सिद्धांत मार्क्सवाद से प्रभावित थे, जबकि तरीके माओवाद से। माओ चीन के सश्सत्र क्रांति के प्रसिद्ध नेता थे जिनका ऐतिहासिक कथन था राजनीतिक सत्ता बंदूक की नली से निकलती है। इसके अलावा राजनीति रक्तहीन युद्ध है, जबकि युद्ध रक्त से भरी राजनीति।
मिथुन दा और नक्सलवादकथित तौर पर ये भी माना जाता है कि फिल्म एक्टर मिथुन चक्रवर्ति भी नक्लबाडी आंदोलन से जुड़े रहे। उनका कोडनेम राणा रेजा था, पुणे में फरारी के दिनों में ही उन्होंने एफटीटीआई पुणे की प्रवेश परीक्षा दी थी, जिसमें सफल होने के बाद आंदोलन से उनका जुड़ाव धीरे धीरे खत्म हो गया।

फर्जी मुठभेड़ में उप्र का रिकॉर्ड सबसे खराब
फर्जी मुठभेड़ में किसी को मार गिराना या सुरक्षा बलों पर ऐसे आरोप लगना कोई नई बात नहीं है। राष्ट्री य मानवाधिकार आयोग (एनएचआरसी) के आंकड़ों पर गौर करें तो देश के सभी राज्योंै में ऐसे मामले दर्ज होते हैं। पर उत्तयर प्रदेश का रिकॉर्ड सबसे खराब है।
अक्टूपबर, 1993 से अक्टूेबर, 2009 के दौरान इस राज्यं में फर्जी मुठभेड़ के 716 मामले एनएचआरसी में दर्ज हुए। पड़ोसी बिहार दूसरे नंबर पर रहा, लेकिन लंबे फासले (79 मामले) के साथ। आंध्र प्रदेश में 73, महाराष्ट्रआ में 61 ऐसे मामले आए, जबकि अंडमान निकोबार में 16 साल में फर्जी मुठभेड़ का सिर्फ एक मामला दर्ज हुआ।

प्लेन में सोती रह गई अकेली महिला
फिलाडेलफिया. अमेरिका में एयरलाइन कर्मचारियों की लापरवाही से एक महिला यात्री को फ्लाइट लैंड होने के चार घंटो बाद तक प्लेन में ही लॉक रहना पड़ा। अब यह महिला लापरवाही और प्रताड़ना के लिए यूनाइटेड एयरलाइन पर मुकदमा कर रही है।
36 वर्षईय जिंजर मैकग्यूरी को वाशिंगटन से फिलाडेलफिया आ रही एक देर रात की फ्लाइट के दौरान नींद आ गई थी। प्लेन रात 12 बजकर 27 मिनट पर फिलाडेलफिया में लैंड हुआ और सब यात्री उतर कर चले गए लेकिन जिंजर सोती रह गई।
हालांकि जिंजर को एक सफाइकर्मी नें जगा दिया था लेकिन उसे तब तक प्लेन में ही बंद रखा गया जब कि सुरक्षा अधिकारी संतुष्ट नहीं हो गए की वो आतंकवादी नहीं है।
जिंजर के वकील जैफरी फीजर ने बताया कि जिंजर एयरलाइन पर लापरवाही, मानसिक और भावनात्क उत्पीड़न और गैरकानूनी रूप से हिरासत में लेने का मुकदमा दर्ज करा रही है।
यूनाइटेड एयरलाइन की प्रवक्ता साराह मैजियर ने बताया कि हम अपनी सहयोगी ट्रांस स्टेट्स एयरलाइन के साथ मिलकर ग्राहक को हुई समस्या का कारण जानने और समाधान ढूंढने का प्रयास कर रहे हैं।

भारत-पाक युद्ध की कोई संभावना नही'
इस्लामाबाद। पाकिस्तान के राष्ट्रपति आसिफ अली जरदारी ने कहा है कि भारत के साथ युद्ध की कोई संभावना नहीं है। जरदारी ने न्यूजवीक मैगजीन को दिये एक साक्षात्कार में भारत के साथ युद्ध की किसी भी तरह की संभावना को खारिज करते हुए कहा कि वह स्वभाव से उदारवादी और लोकतांत्निक विचारधारा में विश्वास रखते हैं।
उन्होंने कहा मैं कभी भी धोखेबाज नहीं हो सकता हूं, मैं स्वभाव से उदारवादी हूं, मेरे विचार से किसी भी समस्या के समाधान के लिए युद्ध कभी भी विकल्प नहीं हो सकता। राष्ट्रपति ने कहा कि पाकिस्तान अपने अस्तित्व के लिए संघर्ष कर रहा है।

औरतों की एक तस्वीर
इस बार मैं हाल में आई, कराची के आग़ा खान अस्पताल की ‘कम्युनिटी हेल्थ साइंसेज़’ की एक रिपोर्ट के बारे में आप से कुछ बातें करना चाहती हूं। यह रिपोर्ट सिटी यूनिवर्सिटी हांगकांग और इंग्लैंड की डीआईएफडी के वित्तीय सहयोग से तैयार की गई। इस रिचर्स के जरिए कम्युनिटी हेल्थ साइंसेज़ के लिए काम करने वाली लड़कियों की एक टीम ने कराची और सिंध के एक शहर ख़ैरपुर की 600 से ज्यादा औरतों से सवाल किए और उनके जवाबों के आधार पर इन ग़रीब और कच्ची बस्तियों में रहने वाली औरतों की हालत हमें बताई।
नतीजतन, औरतों की जो तस्वीर हमारे सामने आई वह बहुत दर्दनाक है। खैरपुर के रेढ़ी गोठ में जब औरतों से सशक्तीकरण और हिंसा के बारे में पूछा, तो उनका कहना था कि हम मानसिक तनाव में रहते हैं और इसकी वजह उन्होंने घरेलू परेशानियों, पाबंदियों और तरह-तरह की बीमारियों को बताया। उनका कहना था कि हम औरतों पर ज़ेहनी तनाव की वजह से कई असरात, जैसे घर से भाग जाना, ख़ुदकुशी करना, पति से झगड़ा-फ़साद, ख़ुद को जख्मी कर लेना जैसे हादसे होते रहते हैं।
घरेलू हिंसा के बारे में वे बताती हैं कि मारपीट, शारीरिक और मानसिक पीड़ा, ज़बानी और जिस्मानी तकलीफ़ देना आम बात है। रिपोर्ट काफ़ी लंबी है। इसमें कराची और खैरपुर की ग़रीब बस्तियों की सैकड़ों औरतों की ज़िंदगियों की झलकियां नज़र आती हैं।
इस रिपोर्ट में उन औरतों की कहानियां बयान की गई हैं, जिनमें से ज्यादातर अपनी मर्जी से कुछ भी नहीं कर सकतीं। बीमार हों, तो दवा लेने के लिए डॉक्टर के पास नहीं जा सकतीं। अपनी मर्ज़ी से कुछ नहीं ख़रीद सकती हैं। एक-एक पाई के लिए बाप, भाई या शौहर के सामने हाथ फैलाना पड़ता है। ये वे बेबस और कुचली हुई औरतें हैं, जो अपनी बेबसी और पिछड़ेपन की वजह जानती हैं और उस पर कुढ़ती रहती हैं।
कभी-कभी यह भी होता है कि बहुत ज्यादा कुढ़ने वाली ये औरतें किसी भी रास्ते अपनी जिंदगी ख़त्म कर लेती हैं और अपनों के सीने में कभी न भरने वाले ज़ख्म छोड़ जाती हैं। बेबस और लाचार औरतों के इस समंदर में, इन्ही बस्तियों में हमें वे औरतें भी नज़र आईं, जिन्होंने पढ़-लिख लिया है या कोई हुनर हासिल कर लिया है, वे पैसा कमाती हैं और अपने पैसे को अपनी मर्जी से खर्च करती हैं।
वे दस्तख़त कर सकती हैं, किसी पाबंदी के बग़ैर शहर या शहर से बाहर कहीं भी आ-जा सकती हैं। किसी भी मोहल्ले और इलाक़े में ऐसी आत्मनिर्भर और सशक्त, अलग से पहचाने जानी वाली औरतें भी पाई जाती हैं। मर्द और बूढ़ी औरतें ऐसी औरतों को नापसंद करते हैं। जो निशक्त औरतें हैं, वे इन सशक्त औरतों पर रश्क (ईष्र्या) करती हैं और इन्ही की तरह आत्मनिर्भर होना चाहती हैं।
इस रिपोर्ट को पढ़कर अंदाज़ा होता है कि ज्यादातर औरतें अपनी मर्जी से ख़ुद शादी करने या बेटियां ब्याहने और उन को पढ़ाने को आत्मनिर्भरता मानती हैं। कुछ तो यह कहती हैं कि शादी न करना ही औरत की ताक़त है। कुछ अपनी मां या अपने शौहर को अपनी ताक़त मानती हैं। उनका कहना है कि अगर हमारी मां या हमारे शौहर हमारे साथ हैं, तो कोई भी हमारा कुछ नहीं बिगाड़ सकता।
वे अपनी मर्जी से अपने और अपने बच्चों के फ़ैसले ले सकती हैं। तक़रीबन सभी औरतों का यह कहना है कि सबसे बड़ी ताक़त रुपया है। बहुत सी लड़कियों को शिकायत है कि मांएं ख़ुद बेटी और बेटे के बीच फ़र्क़ करती हैं। बहुत सी औरतों ने ‘क़लम’ की ताक़त का समर्थन किया। उनका कहना था कि ‘क़लम’ से ग़लत बातों के ख़िलाफ़ आवाज़ उठाई जा सकती है। उन्हें इस बात का एहसास है कि आज़ादी उनकी और उनके बच्चों की ज़िंदगी बदल सकती है। लेकिन उन्हें ऐसे सभी लोगों से शिकायत है, जो औरत को राजनीति में शरीक होने की इजाज़त नहीं देते।
उन्हें कहीं किसी जलसे में जाने की इजाजत नहीं है। कुछ इलाक़े के असरदार लोग यह फ़ैसला करते हैं कि औरतें वोट डालने नहीं जाएंगी। कहीं उनका पहचान पत्र नहीं बनवाने दिया जाता, क्योंकि ऐसे में उन्हें वोट डालने से रोकना मुश्किल होगा। ख़ैर, रिसर्च सिद्ध करती है कि हुकूमत कमज़ोर तबक़े की ज़रूरतों और उनके मौलिक अधिकारों की तरफ़ से ज़ालिमाना हद तक लापरवाह है। ख़ासतौर से औरतों के ज़़ख्मों पर मरहम रखा जा सकता है।
लेकिन हुकूमत को उनकी तकलीफ़ों का अंदाज़ा ही नहीं। अफ़सर उनसे झूठ वादे करते हैं। मुल्ला-मौलवी ‘अल्लाह की मर्जी’ कहकर दामन झाड़ लेते हैं। इस रिपोर्ट को घूम-घूम कर कर अंजाम देने वाली औरतों का यह कमाल है कि उन्होंने ग़रीब बस्तियों में अजनबी औरतों से इतने अपनेपन से बातें कीं, सवाल पूछे कि उन्होंने अपना दिल खोल कर उनके सामने रख दिया कि हम ऐसी दबी-कुचली औरतों के बारे में इतना कुछ जान पाए, जो स्कूल में क़दम रखने को अपना और अपनी बेटी का इतना ही बड़ा वाक़या समझती हैं, जितना नील आर्मस्ट्रांग चांद पर अपना पहला क़दम रखने को समझे थे।

औरतों को एक तरफ़ कर राष्ट्र सफलता की ऊंचाइयां नहीं छू सकता। हम बुरे रिवाजों में फंसे हैं। क़ैदियों की तरह औरतों को चहारदीवारी में क़ैद रखना मानवता के ख़िलाफ़ जुर्म है।

हुक्कों की गुडगुडाहट के साथ पसर रही है बीमारियां
दिल्ली. राजा से रंक की बैठकों, चौपालों एवं महफिलों की जान माने जाने वाले हुक्के से अब तहजीब और सदभाव नहीं खतरनाक लत और बीमारियां पसर रही है।
परम्परागत हुक्कों का स्थान अब आधुनिक हुक्कों ने ले लिया है और हुक्के अब चौपालों एवं महफिलों से उठकर क्लबों, बारों, रेस्तराओं एवं कैफे में पहुंच चुके हैं। हमारे देश में दिल्ली, मुंबई, जयपुर, बेंगलूर, चंडीगढ और लखनउ जैसे महानगरों एवं बडे शहरों में ही नहीं बल्कि छोटे शहरों एवं कस्बों में भी हुक्का क्लबों, पार्लरों, रेस्तराओं आदि का जाल तेजी से फैल रहा है जिनकी गिरफ्त में स्कूल और कालेज के लडके-लडकियां तेजी से आ रहे हैं और हुक्का क्लबों के नाम पर धूम्रपान और नशे का जाल फैल रहा है।
श्वसन रोग विशेषज्ञ डा. दीपक तलवार बताते हैं कि हुक्कों के सेवन से सांस की दिक्कतें बढती है तथा ब्रोंकाइटिस का खतरा दोगुना हो सकता है। साथ ही हुक्के के अधिक सेवन से पेट एवं यूरिनरी ब्लैडर के कैंसर का खतर बढ जाता है।
मेट्रो हास्पीटल्स एंड हार्ट इंस्टीच्यूट के निदेशक डा. पुरूषोत्तम लाल बताते हैं कि आम धारणा है कि सिगरेट की तुलना में हुक्के कम हानिकारक होते हैं लेकिन हुक्के में निकोटीन, कार्बन डाईआक्साइड एवं कैंसर जन्य रसायन होते हैं जो सिगरेट के धुएं में मौजूद रसायनों से अधिक हानिकारक होते हैं१ साथ ही हुक्के में सिगरेट की तुलना में अधिक टार एवं भारी धातु होते हैं।

CM doles out Rs 555 cr for villages, towns
Amarkot (Valtoha), December 22
To woo voters of the border region in view of Lok Sabha elections Chief Minister Parkash Singh Badal today announced special grants of Rs 555 crore in the state to speed up development projects in all villages and townships of Punjab under the new programme ‘tarakki ki lehar har pind aur har shehar’.
Launching Shiromani Akali Dal’s first election campaign rally from this remote border village in Valtoha Assembly segment in the Majha belt Chief Minister Parkash Singh Badal declared development would be poll plank of the SAD-BJP alliance in Lok Sabha elections. He would interact with the masses to know their views and suggestions for overall progress and prosperity of the state because 'inclusive development' was continuous process and could not be accomplished without their participation.
Lashing at the Congress for step-motherly treatment to Punjab, Badal said the control was with Delhi and states had always to look to it even for just demands and grants. He underscored the need of a central plan exclusively for the welfare of un-privileged sections of society besides redefining the central- state relations in the changed scenario and formulating a federal structure to secure state's participation in the national development.
The Chief Minister said people of Punjab especially from the border areas had paid a heavy price for bringing peace in the state after militancy in Punjab. He said it was the obligatory on the central government to compensate the people of border areas who had faced the brunt of turmoil and wars with Pakistan.
Reacting to resignations of the union home minister and Maharashtra Chief Minister after Mumbai strikes in which more than 200 lives were lost Badal said in any other country the governments there would have resigned on moral grounds. He said the Congress- led UPA government had no right to govern the country.
The Chief Minister also distributed Rs 19.77 crore grant cheques, out of which Rs 8.02 crore, Rs 8.50 crore and Rs 3.25 crore was meant for Valtoha, Chabal and Tarn Taran for development schemes in urban and rural sector. He also addressed election rallies in Chabal and Tarn Taran. SAD-BJP nominee from Khadoor Sahib Lok Sabha constituency Dr Rattan Singh Ajnala said the party would win the elections .
Local government and industry minister Manoranjan Kalia, animal husbandry minister Gulzar Singh Ranike, Virsa Singh Valtoha, Harmeet Singh Sandhu, Dr Dalbir Singh Verka,. Amarpal Singh Bonni, Anil Joshi and Inderbir Singh Bolaria (all MLAs) were among the speakers . Amarinder ridicules Badal’s yatra

Former Punjab Chief Minister Amarinder Singh today ridiculed the ‘vikas yatra’ launched by Chief Minister Parkash Singh Badal, saying the latter should feel ashamed of offering paltry sum to people for development.
In a statement here today, Amarinder remarked Rs 555 crore for 12,329 villages as well as municipal corporations and committees was not even peanuts. "This is cruel joke with people of Punjab, particularly the villagers", the former Chief Minister said adding, quite substantial portion of this amount must have already been shown to be spent on publicity campaign.
He pointed out; the amount did not work out to a few lakh per village. “ But I understand Badal's compulsions as he has no money for the state", he said adding revenue collection had dipped and the state did not even have funds for paying salary to employees.
Amarinder Singh said, this reflected the level the Badal family had brought the state to. He said while the Badals were getting richer and richer day by day the state was getting poorer and poorer". He maintained the Badal family would have to explain this to people of the state in the f in Lok Sabha elections.

Chief Minister Parkash Singh Badal was shown black flags by workers of the Technical Services Union (TSU) of the PSEB when he arrived for attending SAD rally here today.
Workers were protesting against the removal of seven of their colleagues and suspension of 12 others. They alleged their colleagues were sacked and suspended for agitating against the government’s move of privatisation of the PSEB.
Badal rang up and instructed the PSEB chairman to reinstate suspended and sacked employees. — OC
Valtoha criticises Chawla in CM’s presence
Amritsar, December 22
Shiromani Akali Dal MLA Virsa Singh Valtoha today created unsavoury situation for the ruling alliance partners by publicly criticising BJP’s health minister Laxmi Kanta Chawla in the presence of Chief Minister Parkash Singh Badal for poor health care in the border belt, especially in farmers’ constituency of Valtoha.
Addressing a rally at Amarkot near border, Valtoha alleged Chawla had been nurturing her constituency of Amritsar at the cost of Valtoha Assembly segment. ‘Is the constituency of health minister more important than the border villages?, he asked.
However, Chawla told The Tribune she would take up the matter with the Chief Minister for publicly bringing bad name to the SAD-BJP government and alliance partner without cross-checking facts on health services which had improved after the formation of Badal government in the state. She said Valtoha should have talked to her before raising the issue at the public forum. She said Valtoha had never brought any such shortcoming to her notice ever since she took charge of the health portfolio.
This is for the second time Valtoha today embarrassed health and family welfare minister Laxmi Kanta Chawla for poor health care in the border area in the Chief Minister’s presence. Earlier, Valtoha raised similar issue in October in the presence of Badal at a religious function at Bhura Kona village, on the occasion of the 75th birth anniversary of late Sant Kartar Singh Khalsa Bhindranwale, the 13th head of the Damdami Taksal.
Both Chawla and Valtoha have been nursing grouses against each other since July over the question of registering a case against Khehra Nursing Home, Valtoha ( a confidant of Akali MLA), where illegal aborting of female foetuses was allegedly ‘detected’ in a raid.
To a question, Valtoha alleged he had been contacting the SMO for a long time but he avoided meeting him. However, Chawla said it was the duty of MLAs concerned to provide feedback to the government about the working of different departments by visiting them . She alleged though she took action against certain doctors and paramedical staff of Khem Karan and other stations of the border belt , yet no feedback was given to her by Valtoha so far.

Sikh bodies protest, SGPC defends affidavit

Increasing number of Sikh bodies joining hands in their outburst against the Shiromani Gurdwara Parbandhak Committee (SGPC) for the affidavit on the definition of “Sehajdhari Sikh” notwithstanding, the apex Sikh religious body continues to defend its stand maintaining it had only complied with the directions of Punjab and Haryana High Court.
Affidavit has been submitted in context with the statutory law in enforce. Everyone was free to submit or represent its viewpoint in the case that is before the full bench for adjudication, claim SGPC sources, maintaining that even the Delhi Sikh Gurdwara Management Committee through its president Paramjit Singh Sarna has become party in the case.
The SGPC sources also try to dispel the impression that Punjab advocate-general H S Mattewal was representing the body in the case. “He is our senior counsel but since he had already expressed his opinion on the issue in an article in a newspaper, he has in all fairness asked us to use the services of other counsel,” say these sources maintaining “Pavit Singh Mattewal, a son of H.S. Mattewal, however, wanted to be an intervener in the case like any other lawyer or interested Sikh group to present his or their own opinion in the matter. Besides, there is a battery of lawyers representing different view points in the case.” The SGPC has appealed to all to use restraint asking those keen on the issue to seek intervention in the case as interested parties.
It appears not many organisations have gone through the exact contents of the affidavit that prima facie looks well within the broad parameters of the definition given in the Sikh Gurdwaras Act, 1925. The affidavit given was only in response to a specific query of the court and does not reflect either “any government interference” or “change in the definition”.
The definition of “Sehajdhari Sikh” as given in the Sikh Gurdwaras Act, 1925, says that a person “who performs ceremonies according to Sikh rites; who does not use tobacco or kutha (halal meat) in any form; who is not a Patit; and who can recite Mul Mantra is a “Sehajdhari Sikh”.
The SGPC in its affidavit had given this definition and followed it with an explanation saying “Sehajdhari” consists of two words - sehaj - slowly and dhari - to adopt.
It is this explanation and the subsequent description that has stirred hornet’s nest.
“Hence Sahajdhari Sikhs are those novices who were born in non-Sikh families, and who expressed their desire to adopt Sikhism slowly and gradually, adopt its doctrines, ethics and tenets with belief in Sri Guru Granth Sahib and 10 Gurus.
“A Sehajdhari, therefore, is a novice who has entered the path of Sikhism, and he will continue to be so till he or she fully accepts the moral and spiritual vows of Sikhism, to be called a practising Sikh professing Sikhism. Once a Sehajdhari becomes a Keshadhari Sikh, he under no circumstances by cutting, trimming his or her hair, beard, eyebrows in any manner can claim to be a sehajdhari Sikh. Similarly, a Sikh born in a Sikh family cannot claim to be a Sehajdhari Sikh by trimming or cutting his hair, beard or eyebrows in any manner.”
This explanation, say the SGPC sources, was given only in the ongoing case and reflects the stand of the body in response to a specific query raised by the court in its order of September 29,2008.
HS Mattewal refuses to be drawn into any controversy on the subject maintaining he has “nothing to say as the case is before the full bench and everybody has the right to express his or her opinion in the matter.I humbly submit to all not to sensationalise the issue which is before the full bench. And those who want their opinions to be heard can intervene as interested parties.”
Diwan, US panel reject definition

A general house meeting of the Chief Khalsa Diwan and the American Gurdwara Parbandhak Committee (AGPC) today unanimously passed a resolution to challenge the definition of Sheajdhari filed in Punjab and Haryana High Court by SGPC’s secretary Harbeant Singh.
The general house meeting of the diwan, held under the presidentship of Charanjit Singh Chaddha, said only a kesdhari could be a Sikh. Secretary (hon) Bhag Singh Ankhi said the diwan would become party in the High Court on the pretext that the provision of Shejdhari could not be accepted by the Sikhs. Similarly, Dr Pritpal Singh, convener of the AGPC, had also engaged a Chandigarh-based lawyer to file an application in the High Court to challenge the definition submitted by the SGPC. SGPC member Manjit Singh Calcutta said the shiromani committee failed to take entire Sikh community into confidence before filing the affidavit.
Earlier, the DSGMC and Sikh bodies of Kolkata had opposed the affidavit.
Calcutta said the definition of a Sikh as enshrined in Gurbani and based on the messages of the Sikh Gurus had already been accepted and approved by the panth and no one had the right or power to amend or change it.
Meanwhile, Giani Iqbal Singh, Jathedar of Takht Patna Sahib, said the shiromani committee should not have taken such a decision on this sensitive issue of Sehajdhari. He said meeting of the Sikh Clergy of Patna Sahib might be called in near future on the issue shortly.
The members of the SGPC, especially GS Lamba, had publicly stated that they were not taken into confidence before filing of the affidavit in the court. He said the definition, finalised by a panel, was different from the one included in the affidavit.
Badungar may head backward classes panel

The process of appointing chairpersons and members of various commissions under the control of the state government may soon be supplemented with re-employment of some superannuated bureaucrats and police officers.
The state government, sources reveal, does not want to take chances and may complete the process of filling all vacant posts in time before the model code of conduct for the coming general elections comes into force.
Only today, the state notified amended guidelines for the constitution of the Punjab State Backward Classes Commission. The amendments have been necessitated to facilitate the appointment of former SGPC chief Kirpal Singh Badungar as its chairman.
Badungar, like Bibi Jagir Kaur, may have failed to come in place of Avtar Singh in the last executive committee elections of the SGPC, SAD supremo Parkash Singh Badal wants to reward him for his loyalty, both to the party and its leadership.
While Badungar is the front-runner in the race to the post of the head of the commission, the position of secretary of the commission may go to a retired bureaucrat of the rank of joint secretary to the state government. The amended guidelines now allow an eminent person belonging to backward classes or a superannuated bureaucrat of the rank of principal secretary to the state government to be considered for heading the commission.
Besides, the chairman and the member-secretary of the commission will have a maximum of six non-official members. The state is also contemplating setting up other commissions, including minorities commission, giving minorities, including Christians and Muslims, due representations on it. Again, the efforts of the state will aim at balancing nominations among politicians and superannuated bureaucrats, reveal sources.

Capt refuses to acknowledge Chatrath authority

Former Chief Minister and Congress Campaign Committee chairman Amarinder Singh today again asserted his supremacy in the state Congress by refusing to recognise the authority of its disciplinary action committee (DAC) chairman GK Chatrath.
Amarinder today refused to even address Chatrath by his designation and chose to call him as “one Gopal Kishen Chatrath”. He brushed aside Chatrath’s comments that no one except the Pradesh Congress president or the Congress president could revoke expulsion of party leaders.
The “reinduction” of expelled leaders Harjinder Singh Thekadar, Dhanwant Singh and Rajinder Deepa by Amarinder during his recent campaign tour had been objected to by a section of the party, including Congress Legislature Party (CLP) leader Rajinder Kaur Bhattal, who had claimed this was the prerogative of PPCC president Mohinder Singh Kaypee alone. Chatrath had enlarged on the PPCC view in a statement recently.
Reacting to the development today, Amarinder claimed that Chatrath had no position or authority to comment on the decision-making process. He also claimed Chatrath was spreading disinformation by attributing it to the PPCC chief. Amarinder claimed he had spoken to Kaypee yesterday regarding the re-induction of all those who had left the party and Kaypee had approved of the same.
The former Chief Minister also claimed that the decision to re-induct those leaders was also agreed upon by Kaypee when he met him over breakfast at the latter’s residence in Jalandhar. He said the re-induction of Thekedar, Dhanwant and Deepa was done after framing a broad policy on the issue. The PPCC chief, who had earlier dodged queries when Bhattal has questioned Amarinder’s authority to take decisions which are normally his prerogative, did the same today. Upon being reached after much trying, Kaypee said he would get back, but never did.

Secy visits tehsil complex, finds officers absent
Jalandhar, December 22
Overstepping his jurisdiction, chief parliamentary secretary, health and family welfare Avinash Chander, paid surprise visit to the tehsil complex including the office of the deputy commissioner (DC) here and found almost every employee absent, this morning.
Without disclosing Avinash Chander along with certain persons reached the DC office in a private vehicle at 9.15 am and found all government officers late. After waiting for the officers and the employees for one hour, he took the attendance register in his possession and rang up the DC, Ajit Singh Pannu enquiring about absenteeism in his office.
Avinash Chander was forced to visit the office of Anupam Kaler, GA to the divisional commissioner, who is his sister, and office of Babita Kaler, district transport officer (DTO) and his l sister-in-law. Both women officers were also found absent from offices.
Avinash Chander, claimed he was on surprise visit to the office of Social Welfare Department at 9.20 am on complaints of corruption by certain people. As the employees and the officers of that office failed to turn up till 10.30 am, I took their attendance register in possession and visited other offices to check absenteeism and late coming, he claimed. After finding similar situation in every office I took attendance registers of every office in my possession and later called the DC to know his side claimed Chander.
Even though the duty hours of the government employees are from 9 am to 5 pm, he said, till 10.30 am all additional deputy commissioners (ADCs), sub divisional magistrates (SDMs), tehsildars, naib tehsildars, block development officers (BDOs), district transport office (DTO) and all class-I officers, their secretaries, clerical staff and all other employees were not on duty.
He later handed over the attendance registers to the DC and asked him to call explanations from the absent officers and employees. He has also demanded action against the employees evading work.
DC Ajit Singh Pannu claimed he came to know Avinash Chader had visited the tehsil complex and found officers and employees absent from offices. He claimed the GA to divisional commissioner is supposed to check the attendance of the employees.
When asked he was also absent from his office, the DC claimed, I am not supposed to come to my office from 9 am to 5 pm. I can also operate from my camp office. The DC, however, refused to comment if the chief parliamentary was competent to check the offices of the DC, ADCs, SDMs and other senior officers.
Punjab to farm tourism

Punjab has potential to develop farm tourism as a profitable venture and in a bid to attract attention of tourists and to provide them a glimpse of rural life, the Punjab government has launched a farm tourism scheme.
Disclosing this here today, Ropar additional deputy commissioner (development) Kavita Singh said detailed guidelines had been chalked out to rope in progressive farmers and farmhouse owners in the district.
Under the scheme, a farmhouse owner would be a host and guide sightseers. Those enrolling under the scheme would have to provide hygienic environment equipped with modern facilities to visitors meeting standards defined by the Punjab Heritage and Tourism Promotion Board.
Giving more details on the scheme, she said the owner would provide home-cooked food, comfortable accommodation and show visitors’ local agricultural practices.
Besides the farm experience, visitors would also receive exposure to the local community life such as marriages and local melas.
Kavita further said the district authority as well as the tourism department would verify the quality of services being offered by farm owners.
Moreover, the department would also provide mandatory training and technical know-how on hospitality front to farm owners. The tourism department would act only as promoter and would have no say in fixing prices to be taken from tourists. Also the state government would have no share in revenue generation from farm tourism.
She added that under this scheme, a preference would be given to farms which had agricultural land attached. An inspection committee of the department and the district administration would visit farmhouse to see whether it could be recommended for registration with the department or not.
The Punjab Tourism Department would also verify the quality of services offered by farmhouses.
She said the scheme specified that only those farmhouses would be registered with the departments that had a minimum of two rooms with a toilet and provide full-meal service. Priority selection would be given to those farms providing a wide range of activities, she added.
Poor Upkeep
Baradari garden needs fast fix
Patiala, December 22
Despite repeated instructions from Chief Minister Parkash Singh Badal to ensure proper upkeep of the historic Baradari garden, the place is in a mess, courtesy apathetic attitude of the local administration.
Notably, in January 2006 the then Amarinder Singh government had formed Patiala Development Authority (PDA), which, in turn, set up a society for the maintenance of the garden with DC as its chairman. Later, concerted efforts were made to resurrect the original old-world look and beauty of the place. An old-styled boundary wall was created, fountains were replaced, new lights were installed and irrigation system was put in order at a whopping cost of Rs 5-6 crores. Besides, Rs 14 lakh, given by the then Rajya Sabha MP Barjinder Singh, was also utilised for sprucing up the place.
But, the newly acquired charm of the garden eclipsed within a year with accumulation of garbage and non-functioning of canal-based irrigation system and fountains, irking environmentalists, morning-walkers and nature lovers.
Acting on a story carried by The Tribune, Badal had instructed the top administration officials to improve the condition of the garden. Unfortunately, nothing - not even the state head’s orders - seem to have been working, as the garden is deteriorating with each passing day.
Nature lovers, led by the Patiala Social Welfare Society, have approached divisional commissioner Jasbir Singh Bir with a demand that concrete steps should be taken to preserve the garden. The society has also urged the commissioner to instruct the district administration for opening of the garden’s main gate, which has been closed for construction of a heritage hotel in front of the gardens. The hotel authorities have even closed the main road between the garden and the hotel.
“The irrigation system is out of order, as a result several trees have dried up. How can the administration adopt such an indifference towards a place of historical importance,” rued society patron Ujjagar Singh.
In absence of any vigil, the place has also become a favourite haunt of drug addicts and anti-social elements.
Divisional commissioner Jasbir Singh Bir assured that no effort would be spared in redeeming of beauty of the garden and providing more facilities for visitors. The commissioner has also directed the deputy commissioner to talk to sub-committee members to seek their opinion and involve them in the proposed garden improvement exercises.
Sikh Youth of Punjab comes into being
Amritsar, December 22
The Sikh Youth of Punjab ( SYP) was launched here yesterday to mark martyrdom day of the elder sons of 10 th Master Guru Gobind Singh. The organisation came into being at a youth conference at Bhai Gurdas Hall .
A 20- member interim committee was formed to run affairs of the organisation for one year. The interim committee will assemble on December 25 to elect acting president and other office- bearers. Constitution of the organisation will also be adopted at first annual conference next year. The delegates from 10 Districts of the state attended today's conference.
Ranbir Singh said they would channel potential of youths for constructive role in society. He said those desirous of role in social, cultural and religio-political sphere had no body and direction so new new organisation of the Sikh youths was floated . He said the existing bodies were either student-centric, limited to institutions and universities or there were some which had become extensions and wings of existing political parties.

Fast-track courts for cases of NRIs
No proposal from govt: CJ

Contrary to Punjab government’s claims regarding the setting up of fast- track courts for speedy justice to non residents Indians (NRIs) of Punjab origin, Chief Justice of Punjab and Haryana High Court Tirath Singh Thakur said no such proposal had been received from the state government in this regard.
Chief Justice Thakur revealed cases of the NRIs were being taken up in general courts on routine basis in various districts, sessions courts apart from the high court. Punjab Chief Minister Prakash Singh Badal has been claiming fast- track courts would be set up soon for speedy justice to the NRIs involved in litigation.
The Chief Justice was here to review Mega Lok Adalat ‘Samadhan 2008’ held in the judicial complex, here yesterday. On corruption in judiciary, Chief Justice Thakur claimed the high court had zero tolerance for corrupt judicial officers. Punjab and Haryana High Court has set an example of zero tolerance against corruption by terminating services of seven judges (one from Jalandhar) of Punjab and Haryana in four months for involvement in shady activities.
On’ Samadhan 2008’, he claimed the governments of Haryana and Punjab had taken realistic step to clear backlog of over 15 lakh cases besides providing justice to lakhs of litigants in pre-Lok Adalats.
He claimed while 78 posts of judge were vacant in Haryana, there was need to create more vacancies for judicial officers in Punjab. He said 100 (50 in Punjab and 50 in Haryana) subordinate judges (undergoing training) would be given postings in April next year. The process to fill 78 posts in Haryana had already been started, he cleared. On the issue of not considering fresh public interest litigations (PILs), the Chief Justive made clear the high court would entertain only urgent PIL. Following Supreme Court’s directions in this regard the HC had decided to verify the PILs before entertaining to restrain certain persons from taking personal benefits after filing the PILs, he claimed.
On the ‘cash on door scam’, involving a woman judge of Punjab and Haryana High Court, the Chief Justice said after an inquiry into the facts by a committee of three judges, the report had been rent to the Chief Justice of India.
Discretion to grant ‘extraordinary leave’ vests with govt: HC

The Punjab and Haryana High Court has made it clear that discretion to grant an “extraordinary leave” to an employee, even without pay, vests with the government.
In a ruling affecting all Punjab government employees, a Division Bench has ruled: “It is clear that an employee can seek extraordinary leave without pay under Rule 8.137 of the Punjab Civil Services Rules, however, the discretion to grant the leave clearly lies with the government in view of Rule 8.121, according to which leave may be granted to any government employee in special circumstances when no other leave is admissible.”
The judgment is significant as rejection of claim for grant of extraordinary leave, without pay, is a common ground for filing writ petitions against the state by government employees.
Among the grounds relied upon to assail the orders is discrimination shown by the authorities concerned, which grant the claim of some, while rejecting that of others.
In the case in hand also, lecturer in a government senior secondary school in Bathinda district Jagraj Singh had alleged similarly placed employees had been granted the benefit.
In the detailed four-page order on the issue, the Bench of Justice Ashutosh Mohunta and Justice Rajan Gupta added: “The words may be used in Rule 8.121 leave no room for doubt that discretion to grant leave vests with the government and it is perfectly within its power to grant leave in a particular case and to decline the same in another. This is a discretionary power embodied in Rule 8.121 to be exercised by the competent authority.
The plea regarding discrimination between similarly placed employees is totally devoid of force. Every case has to be assessed in its peculiar facts and circumstances. Grant of leave to one employee does not mean that another employee can ask for it as a matter of right.”
Dismissing the plea, Justice Rajan Gupta for the Bench said: “In the present case, leave application of the petitioner was rejected keeping in view the interest of students.
Apparently, the competent authority did not find it a fit case for grant of leave, as the students studying in school would suffer in case the petitioner was granted extraordinary leave for two years.

Non-functional ETP
Chandigarh, December 22
The chairman of the Central Pollution Control Board, New Delhi, is yet to look into the alleged non-functioning of the effluent treatment plant (ETP) of Punjab Meats Limited (PML), Dera Bassi. The PML is owned by AS Bindra, father of ace shooter Abhinav Bindra.
In October, the high court had asked the chairman to constitute a committee to look into the matter and submit a report within six weeks.
Coming down heavily on the industry for not making the ETP completely functional, the high court had initially questioned Bindra as to why the unit should not be closed down.
As the case came up, PML counsel Anand Chhibbar told Chief Justice Tirath Singh Thakur and Justice Jasbir Singh that the ETP was functioning in a proper manner.
In another pollution-related matter based on a petition filed by Dera Bassi-based MK Overseas Private Limited, the Bench asked the board to nominate a committee to evaluate the measures taken by the industry and also the efficient running of the plant.
Capt’s plea opposed
Punjab has opposed former Chief Minister Capt Amarinder Singh’s plea for blanket bail against attempt to arrest him after registration of false and frivolous cases in future due to political vendetta. A written reply in this regard was placed before Justice Mohinder Pal by the state today. The case will now come up on February 9 for further hearing.

6 of family killed in accident
Moga, December 22
Six persons of a family were killed and four injured in an accident probably due to fog in this district, 16 km from here on the Ferozepur road on Sunday evening.
Police sources said two women and four children died on the spot when Maruti car they were travelling by hit a milk tanker standing on the roadside. The driver of the tanker was changing tyre when the car hit it.
The police is probing the cause of collision. It is believed it could have happened be due to heavy fog in the region in the evening on Sunday.
The family was coming from Talwandi Bhai in Ferozepur district after attending a marriage and going to its Bhaghele Wala village.
Those who died on the spot include Gurpreet Kaur (25) her two minor sons Prabhjot and Prabhleen, Rupinder Kaur a daughter of Baljinder Singh, Balwinder Kaur wife of Davinder Singh who was driving the car and her seven-year- old son Harnoor Singh.
Apart from the driver, the three seriously injured persons Lakhwinder Singh, Jaswinder Kaur and Ravinder Kaur were taken to the district hospital, here. All seriously injured were referred to Ludhiana for advanced medical attention while Davinder Singh driver of the car was under treatment in the district hospital, here.

To woo voters of the border region in view of Lok Sabha elections Chief Minister Parkash Singh Badal today announced special grants of Rs 555 crore in the state to speed up development projects in all villages and townships of Punjab under the new programme ‘tarakki ki lehar har pind aur har shehar’.
Launching Shiromani Akali Dal’s first election campaign rally from this remote border village in Valtoha Assembly segment in the Majha belt Chief Minister Parkash Singh Badal declared development would be poll plank of the SAD-BJP alliance in Lok Sabha elections. He would interact with the masses to know their views and suggestions for overall progress and prosperity of the state because 'inclusive development' was continuous process and could not be accomplished without their participation.
Lashing at the Congress for step-motherly treatment to Punjab, Badal said the control was with Delhi and states had always to look to it even for just demands and grants. He underscored the need of a central plan exclusively for the welfare of un-privileged sections of society besides redefining the central- state relations in the changed scenario and formulating a federal structure to secure state's participation in the national development.
The Chief Minister said people of Punjab especially from the border areas had paid a heavy price for bringing peace in the state after militancy in Punjab. He said it was the obligatory on the central government to compensate the people of border areas who had faced the brunt of turmoil and wars with Pakistan.
Reacting to resignations of the union home minister and Maharashtra Chief Minister after Mumbai strikes in which more than 200 lives were lost Badal said in any other country the governments there would have resigned on moral grounds. He said the Congress- led UPA government had no right to govern the country.
The Chief Minister also distributed Rs 19.77 crore grant cheques, out of which Rs 8.02 crore, Rs 8.50 crore and Rs 3.25 crore was meant for Valtoha, Chabal and Tarn Taran for development schemes in urban and rural sector. He also addressed election rallies in Chabal and Tarn Taran. SAD-BJP nominee from Khadoor Sahib Lok Sabha constituency Dr Rattan Singh Ajnala said the party would win the elections .

Amarinder ridicules Badal’s yatra

Former Punjab Chief Minister Amarinder Singh today ridiculed the ‘vikas yatra’ launched by Chief Minister Parkash Singh Badal, saying the latter should feel ashamed of offering paltry sum to people for development.
In a statement here today, Amarinder remarked Rs 555 crore for 12,329 villages as well as municipal corporations and committees was not even peanuts. "This is cruel joke with people of Punjab, particularly the villagers", the former Chief Minister said adding, quite substantial portion of this amount must have already been shown to be spent on publicity campaign.
He pointed out; the amount did not work out to a few lakh per village. “ But I understand Badal's compulsions as he has no money for the state", he said adding revenue collection had dipped and the state did not even have funds for paying salary to employees.
Amarinder Singh said, this reflected the level the Badal family had brought the state to. He said while the Badals were getting richer and richer day by day the state was getting poorer and poorer". He maintained the Badal family would have to explain this to people of the state in the f in Lok Sabha elections.

Chief Minister Parkash Singh Badal was shown black flags by workers of the Technical Services Union (TSU) of the PSEB when he arrived for attending SAD rally here today.
Workers were protesting against the removal of seven of their colleagues and suspension of 12 others. They alleged their colleagues were sacked and suspended for agitating against the government’s move of privatisation of the PSEB.

Valtoha criticises Chawla in CM’s presence

Shiromani Akali Dal MLA Virsa Singh Valtoha today created unsavoury situation for the ruling alliance partners by publicly criticising BJP’s health minister Laxmi Kanta Chawla in the presence of Chief Minister Parkash Singh Badal for poor health care in the border belt, especially in farmers’ constituency of Valtoha.
Addressing a rally at Amarkot near border, Valtoha alleged Chawla had been nurturing her constituency of Amritsar at the cost of Valtoha Assembly segment. ‘Is the constituency of health minister more important than the border villages?, he asked.
However, Chawla told The Tribune she would take up the matter with the Chief Minister for publicly bringing bad name to the SAD-BJP government and alliance partner without cross-checking facts on health services which had improved after the formation of Badal government in the state. She said Valtoha should have talked to her before raising the issue at the public forum. She said Valtoha had never brought any such shortcoming to her notice ever since she took charge of the health portfolio.
This is for the second time Valtoha today embarrassed health and family welfare minister Laxmi Kanta Chawla for poor health care in the border area in the Chief Minister’s presence. Earlier, Valtoha raised similar issue in October in the presence of Badal at a religious function at Bhura Kona village, on the occasion of the 75th birth anniversary of late Sant Kartar Singh Khalsa Bhindranwale, the 13th head of the Damdami Taksal.
Both Chawla and Valtoha have been nursing grouses against each other since July over the question of registering a case against Khehra Nursing Home, Valtoha ( a confidant of Akali MLA), where illegal aborting of female foetuses was allegedly ‘detected’ in a raid.
To a question, Valtoha alleged he had been contacting the SMO for a long time but he avoided meeting him. However, Chawla said it was the duty of MLAs concerned to provide feedback to the government about the working of different departments by visiting them . She alleged though she took action against certain doctors and paramedical staff of Khem Karan and other stations of the border belt , yet no feedback was given to her by Valtoha so far.

Sikh bodies protest, SGPC defends affidavit

Increasing number of Sikh bodies joining hands in their outburst against the Shiromani Gurdwara Parbandhak Committee (SGPC) for the affidavit on the definition of “Sehajdhari Sikh” notwithstanding, the apex Sikh religious body continues to defend its stand maintaining it had only complied with the directions of Punjab and Haryana High Court.
Affidavit has been submitted in context with the statutory law in enforce. Everyone was free to submit or represent its viewpoint in the case that is before the full bench for adjudication, claim SGPC sources, maintaining that even the Delhi Sikh Gurdwara Management Committee through its president Paramjit Singh Sarna has become party in the case.
The SGPC sources also try to dispel the impression that Punjab advocate-general H S Mattewal was representing the body in the case. “He is our senior counsel but since he had already expressed his opinion on the issue in an article in a newspaper, he has in all fairness asked us to use the services of other counsel,” say these sources maintaining “Pavit Singh Mattewal, a son of H.S. Mattewal, however, wanted to be an intervener in the case like any other lawyer or interested Sikh group to present his or their own opinion in the matter. Besides, there is a battery of lawyers representing different view points in the case.” The SGPC has appealed to all to use restraint asking those keen on the issue to seek intervention in the case as interested parties.
It appears not many organisations have gone through the exact contents of the affidavit that prima facie looks well within the broad parameters of the definition given in the Sikh Gurdwaras Act, 1925. The affidavit given was only in response to a specific query of the court and does not reflect either “any government interference” or “change in the definition”.
The definition of “Sehajdhari Sikh” as given in the Sikh Gurdwaras Act, 1925, says that a person “who performs ceremonies according to Sikh rites; who does not use tobacco or kutha (halal meat) in any form; who is not a Patit; and who can recite Mul Mantra is a “Sehajdhari Sikh”.
The SGPC in its affidavit had given this definition and followed it with an explanation saying “Sehajdhari” consists of two words - sehaj - slowly and dhari - to adopt.
It is this explanation and the subsequent description that has stirred hornet’s nest.
“Hence Sahajdhari Sikhs are those novices who were born in non-Sikh families, and who expressed their desire to adopt Sikhism slowly and gradually, adopt its doctrines, ethics and tenets with belief in Sri Guru Granth Sahib and 10 Gurus.
“A Sehajdhari, therefore, is a novice who has entered the path of Sikhism, and he will continue to be so till he or she fully accepts the moral and spiritual vows of Sikhism, to be called a practising Sikh professing Sikhism. Once a Sehajdhari becomes a Keshadhari Sikh, he under no circumstances by cutting, trimming his or her hair, beard, eyebrows in any manner can claim to be a sehajdhari Sikh. Similarly, a Sikh born in a Sikh family cannot claim to be a Sehajdhari Sikh by trimming or cutting his hair, beard or eyebrows in any manner.”
This explanation, say the SGPC sources, was given only in the ongoing case and reflects the stand of the body in response to a specific query raised by the court in its order of September 29,2008.
HS Mattewal refuses to be drawn into any controversy on the subject maintaining he has “nothing to say as the case is before the full bench and everybody has the right to express his or her opinion in the matter.I humbly submit to all not to sensationalise the issue which is before the full bench. And those who want their opinions to be heard can intervene as interested parties.”
Diwan, US panel reject definition

A general house meeting of the Chief Khalsa Diwan and the American Gurdwara Parbandhak Committee (AGPC) today unanimously passed a resolution to challenge the definition of Sheajdhari filed in Punjab and Haryana High Court by SGPC’s secretary Harbeant Singh.
The general house meeting of the diwan, held under the presidentship of Charanjit Singh Chaddha, said only a kesdhari could be a Sikh. Secretary (hon) Bhag Singh Ankhi said the diwan would become party in the High Court on the pretext that the provision of Shejdhari could not be accepted by the Sikhs. Similarly, Dr Pritpal Singh, convener of the AGPC, had also engaged a Chandigarh-based lawyer to file an application in the High Court to challenge the definition submitted by the SGPC. SGPC member Manjit Singh Calcutta said the shiromani committee failed to take entire Sikh community into confidence before filing the affidavit.
Earlier, the DSGMC and Sikh bodies of Kolkata had opposed the affidavit.
Calcutta said the definition of a Sikh as enshrined in Gurbani and based on the messages of the Sikh Gurus had already been accepted and approved by the panth and no one had the right or power to amend or change it.
Meanwhile, Giani Iqbal Singh, Jathedar of Takht Patna Sahib, said the shiromani committee should not have taken such a decision on this sensitive issue of Sehajdhari. He said meeting of the Sikh Clergy of Patna Sahib might be called in near future on the issue shortly.
The members of the SGPC, especially GS Lamba, had publicly stated that they were not taken into confidence before filing of the affidavit in the court. He said the definition, finalised by a panel, was different from the one included in the affidavit.
Badungar may head backward classes panel

The process of appointing chairpersons and members of various commissions under the control of the state government may soon be supplemented with re-employment of some superannuated bureaucrats and police officers.
The state government, sources reveal, does not want to take chances and may complete the process of filling all vacant posts in time before the model code of conduct for the coming general elections comes into force.
Only today, the state notified amended guidelines for the constitution of the Punjab State Backward Classes Commission. The amendments have been necessitated to facilitate the appointment of former SGPC chief Kirpal Singh Badungar as its chairman.
Badungar, like Bibi Jagir Kaur, may have failed to come in place of Avtar Singh in the last executive committee elections of the SGPC, SAD supremo Parkash Singh Badal wants to reward him for his loyalty, both to the party and its leadership.
While Badungar is the front-runner in the race to the post of the head of the commission, the position of secretary of the commission may go to a retired bureaucrat of the rank of joint secretary to the state government. The amended guidelines now allow an eminent person belonging to backward classes or a superannuated bureaucrat of the rank of principal secretary to the state government to be considered for heading the commission.
Besides, the chairman and the member-secretary of the commission will have a maximum of six non-official members. The state is also contemplating setting up other commissions, including minorities commission, giving minorities, including Christians and Muslims, due representations on it. Again, the efforts of the state will aim at balancing nominations among politicians and superannuated bureaucrats, reveal sources.

Capt refuses to acknowledge Chatrath authority

Former Chief Minister and Congress Campaign Committee chairman Amarinder Singh today again asserted his supremacy in the state Congress by refusing to recognise the authority of its disciplinary action committee (DAC) chairman GK Chatrath.
Amarinder today refused to even address Chatrath by his designation and chose to call him as “one Gopal Kishen Chatrath”. He brushed aside Chatrath’s comments that no one except the Pradesh Congress president or the Congress president could revoke expulsion of party leaders.
The “reinduction” of expelled leaders Harjinder Singh Thekadar, Dhanwant Singh and Rajinder Deepa by Amarinder during his recent campaign tour had been objected to by a section of the party, including Congress Legislature Party (CLP) leader Rajinder Kaur Bhattal, who had claimed this was the prerogative of PPCC president Mohinder Singh Kaypee alone. Chatrath had enlarged on the PPCC view in a statement recently.
Reacting to the development today, Amarinder claimed that Chatrath had no position or authority to comment on the decision-making process. He also claimed Chatrath was spreading disinformation by attributing it to the PPCC chief. Amarinder claimed he had spoken to Kaypee yesterday regarding the re-induction of all those who had left the party and Kaypee had approved of the same.
The former Chief Minister also claimed that the decision to re-induct those leaders was also agreed upon by Kaypee when he met him over breakfast at the latter’s residence in Jalandhar. He said the re-induction of Thekedar, Dhanwant and Deepa was done after framing a broad policy on the issue. The PPCC chief, who had earlier dodged queries when Bhattal has questioned Amarinder’s authority to take decisions which are normally his prerogative, did the same today. Upon being reached after much trying, Kaypee said he would get back, but never did.

Secy visits tehsil complex, finds officers absent

Overstepping his jurisdiction, chief parliamentary secretary, health and family welfare Avinash Chander, paid surprise visit to the tehsil complex including the office of the deputy commissioner (DC) here and found almost every employee absent, this morning.
Without disclosing Avinash Chander along with certain persons reached the DC office in a private vehicle at 9.15 am and found all government officers late. After waiting for the officers and the employees for one hour, he took the attendance register in his possession and rang up the DC, Ajit Singh Pannu enquiring about absenteeism in his office.
Avinash Chander was forced to visit the office of Anupam Kaler, GA to the divisional commissioner, who is his sister, and office of Babita Kaler, district transport officer (DTO) and his l sister-in-law. Both women officers were also found absent from offices.
Avinash Chander, claimed he was on surprise visit to the office of Social Welfare Department at 9.20 am on complaints of corruption by certain people. As the employees and the officers of that office failed to turn up till 10.30 am, I took their attendance register in possession and visited other offices to check absenteeism and late coming, he claimed. After finding similar situation in every office I took attendance registers of every office in my possession and later called the DC to know his side claimed Chander.
Even though the duty hours of the government employees are from 9 am to 5 pm, he said, till 10.30 am all additional deputy commissioners (ADCs), sub divisional magistrates (SDMs), tehsildars, naib tehsildars, block development officers (BDOs), district transport office (DTO) and all class-I officers, their secretaries, clerical staff and all other employees were not on duty.
He later handed over the attendance registers to the DC and asked him to call explanations from the absent officers and employees. He has also demanded action against the employees evading work.
DC Ajit Singh Pannu claimed he came to know Avinash Chader had visited the tehsil complex and found officers and employees absent from offices. He claimed the GA to divisional commissioner is supposed to check the attendance of the employees.
When asked he was also absent from his office, the DC claimed, I am not supposed to come to my office from 9 am to 5 pm. I can also operate from my camp office. The DC, however, refused to comment if the chief parliamentary was competent to check the offices of the DC, ADCs, SDMs and other senior officers.
Punjab to farm tourism

Punjab has potential to develop farm tourism as a profitable venture and in a bid to attract attention of tourists and to provide them a glimpse of rural life, the Punjab government has launched a farm tourism scheme.
Disclosing this here today, Ropar additional deputy commissioner (development) Kavita Singh said detailed guidelines had been chalked out to rope in progressive farmers and farmhouse owners in the district.
Under the scheme, a farmhouse owner would be a host and guide sightseers. Those enrolling under the scheme would have to provide hygienic environment equipped with modern facilities to visitors meeting standards defined by the Punjab Heritage and Tourism Promotion Board.
Giving more details on the scheme, she said the owner would provide home-cooked food, comfortable accommodation and show visitors’ local agricultural practices.
Besides the farm experience, visitors would also receive exposure to the local community life such as marriages and local melas.
Kavita further said the district authority as well as the tourism department would verify the quality of services being offered by farm owners.
Moreover, the department would also provide mandatory training and technical know-how on hospitality front to farm owners. The tourism department would act only as promoter and would have no say in fixing prices to be taken from tourists. Also the state government would have no share in revenue generation from farm tourism.
She added that under this scheme, a preference would be given to farms which had agricultural land attached. An inspection committee of the department and the district administration would visit farmhouse to see whether it could be recommended for registration with the department or not.
The Punjab Tourism Department would also verify the quality of services offered by farmhouses.
She said the scheme specified that only those farmhouses would be registered with the departments that had a minimum of two rooms with a toilet and provide full-meal service. Priority selection would be given to those farms providing a wide range of activities, she added.
Poor Upkeep
Baradari garden needs fast fix
Patiala, December 22
Despite repeated instructions from Chief Minister Parkash Singh Badal to ensure proper upkeep of the historic Baradari garden, the place is in a mess, courtesy apathetic attitude of the local administration.
Notably, in January 2006 the then Amarinder Singh government had formed Patiala Development Authority (PDA), which, in turn, set up a society for the maintenance of the garden with DC as its chairman. Later, concerted efforts were made to resurrect the original old-world look and beauty of the place. An old-styled boundary wall was created, fountains were replaced, new lights were installed and irrigation system was put in order at a whopping cost of Rs 5-6 crores. Besides, Rs 14 lakh, given by the then Rajya Sabha MP Barjinder Singh, was also utilised for sprucing up the place.
But, the newly acquired charm of the garden eclipsed within a year with accumulation of garbage and non-functioning of canal-based irrigation system and fountains, irking environmentalists, morning-walkers and nature lovers.
Acting on a story carried by The Tribune, Badal had instructed the top administration officials to improve the condition of the garden. Unfortunately, nothing - not even the state head’s orders - seem to have been working, as the garden is deteriorating with each passing day.
Nature lovers, led by the Patiala Social Welfare Society, have approached divisional commissioner Jasbir Singh Bir with a demand that concrete steps should be taken to preserve the garden. The society has also urged the commissioner to instruct the district administration for opening of the garden’s main gate, which has been closed for construction of a heritage hotel in front of the gardens. The hotel authorities have even closed the main road between the garden and the hotel.
“The irrigation system is out of order, as a result several trees have dried up. How can the administration adopt such an indifference towards a place of historical importance,” rued society patron Ujjagar Singh.
In absence of any vigil, the place has also become a favourite haunt of drug addicts and anti-social elements.
Divisional commissioner Jasbir Singh Bir assured that no effort would be spared in redeeming of beauty of the garden and providing more facilities for visitors. The commissioner has also directed the deputy commissioner to talk to sub-committee members to seek their opinion and involve them in the proposed garden improvement exercises.
Sikh Youth of Punjab comes into being

The Sikh Youth of Punjab ( SYP) was launched here yesterday to mark martyrdom day of the elder sons of 10 th Master Guru Gobind Singh. The organisation came into being at a youth conference at Bhai Gurdas Hall .
A 20- member interim committee was formed to run affairs of the organisation for one year. The interim committee will assemble on December 25 to elect acting president and other office- bearers. Constitution of the organisation will also be adopted at first annual conference next year. The delegates from 10 Districts of the state attended today's conference.
Ranbir Singh said they would channel potential of youths for constructive role in society. He said those desirous of role in social, cultural and religio-political sphere had no body and direction so new new organisation of the Sikh youths was floated . He said the existing bodies were either student-centric, limited to institutions and universities or there were some which had become extensions and wings of existing political parties.

Fast-track courts for cases of NRIs
No proposal from govt: CJ

Contrary to Punjab government’s claims regarding the setting up of fast- track courts for speedy justice to non residents Indians (NRIs) of Punjab origin, Chief Justice of Punjab and Haryana High Court Tirath Singh Thakur said no such proposal had been received from the state government in this regard.
Chief Justice Thakur revealed cases of the NRIs were being taken up in general courts on routine basis in various districts, sessions courts apart from the high court. Punjab Chief Minister Prakash Singh Badal has been claiming fast- track courts would be set up soon for speedy justice to the NRIs involved in litigation.
The Chief Justice was here to review Mega Lok Adalat ‘Samadhan 2008’ held in the judicial complex, here yesterday. On corruption in judiciary, Chief Justice Thakur claimed the high court had zero tolerance for corrupt judicial officers. Punjab and Haryana High Court has set an example of zero tolerance against corruption by terminating services of seven judges (one from Jalandhar) of Punjab and Haryana in four months for involvement in shady activities.
On’ Samadhan 2008’, he claimed the governments of Haryana and Punjab had taken realistic step to clear backlog of over 15 lakh cases besides providing justice to lakhs of litigants in pre-Lok Adalats.
He claimed while 78 posts of judge were vacant in Haryana, there was need to create more vacancies for judicial officers in Punjab. He said 100 (50 in Punjab and 50 in Haryana) subordinate judges (undergoing training) would be given postings in April next year. The process to fill 78 posts in Haryana had already been started, he cleared. On the issue of not considering fresh public interest litigations (PILs), the Chief Justive made clear the high court would entertain only urgent PIL. Following Supreme Court’s directions in this regard the HC had decided to verify the PILs before entertaining to restrain certain persons from taking personal benefits after filing the PILs, he claimed.
On the ‘cash on door scam’, involving a woman judge of Punjab and Haryana High Court, the Chief Justice said after an inquiry into the facts by a committee of three judges, the report had been rent to the Chief Justice of India.
Discretion to grant ‘extraordinary leave’ vests with govt: HC

The Punjab and Haryana High Court has made it clear that discretion to grant an “extraordinary leave” to an employee, even without pay, vests with the government.
In a ruling affecting all Punjab government employees, a Division Bench has ruled: “It is clear that an employee can seek extraordinary leave without pay under Rule 8.137 of the Punjab Civil Services Rules, however, the discretion to grant the leave clearly lies with the government in view of Rule 8.121, according to which leave may be granted to any government employee in special circumstances when no other leave is admissible.”
The judgment is significant as rejection of claim for grant of extraordinary leave, without pay, is a common ground for filing writ petitions against the state by government employees.
Among the grounds relied upon to assail the orders is discrimination shown by the authorities concerned, which grant the claim of some, while rejecting that of others.
In the case in hand also, lecturer in a government senior secondary school in Bathinda district Jagraj Singh had alleged similarly placed employees had been granted the benefit.
In the detailed four-page order on the issue, the Bench of Justice Ashutosh Mohunta and Justice Rajan Gupta added: “The words may be used in Rule 8.121 leave no room for doubt that discretion to grant leave vests with the government and it is perfectly within its power to grant leave in a particular case and to decline the same in another. This is a discretionary power embodied in Rule 8.121 to be exercised by the competent authority.
The plea regarding discrimination between similarly placed employees is totally devoid of force. Every case has to be assessed in its peculiar facts and circumstances. Grant of leave to one employee does not mean that another employee can ask for it as a matter of right.”
Dismissing the plea, Justice Rajan Gupta for the Bench said: “In the present case, leave application of the petitioner was rejected keeping in view the interest of students.
Apparently, the competent authority did not find it a fit case for grant of leave, as the students studying in school would suffer in case the petitioner was granted extraordinary leave for two years.

Non-functional ETP

The chairman of the Central Pollution Control Board, New Delhi, is yet to look into the alleged non-functioning of the effluent treatment plant (ETP) of Punjab Meats Limited (PML), Dera Bassi. The PML is owned by AS Bindra, father of ace shooter Abhinav Bindra.
In October, the high court had asked the chairman to constitute a committee to look into the matter and submit a report within six weeks.
Coming down heavily on the industry for not making the ETP completely functional, the high court had initially questioned Bindra as to why the unit should not be closed down.
As the case came up, PML counsel Anand Chhibbar told Chief Justice Tirath Singh Thakur and Justice Jasbir Singh that the ETP was functioning in a proper manner.
In another pollution-related matter based on a petition filed by Dera Bassi-based MK Overseas Private Limited, the Bench asked the board to nominate a committee to evaluate the measures taken by the industry and also the efficient running of the plant.
Capt’s plea opposed
Punjab has opposed former Chief Minister Capt Amarinder Singh’s plea for blanket bail against attempt to arrest him after registration of false and frivolous cases in future due to political vendetta. A written reply in this regard was placed before Justice Mohinder Pal by the state today. The case will now come up on February 9 for further hearing.

6 of family killed in accident
Moga, December 22
Six persons of a family were killed and four injured in an accident probably due to fog in this district, 16 km from here on the Ferozepur road on Sunday evening.
Police sources said two women and four children died on the spot when Maruti car they were travelling by hit a milk tanker standing on the roadside. The driver of the tanker was changing tyre when the car hit it.
The police is probing the cause of collision. It is believed it could have happened be due to heavy fog in the region in the evening on Sunday.
The family was coming from Talwandi Bhai in Ferozepur district after attending a marriage and going to its Bhaghele Wala village.
Those who died on the spot include Gurpreet Kaur (25) her two minor sons Prabhjot and Prabhleen, Rupinder Kaur a daughter of Baljinder Singh, Balwinder Kaur wife of Davinder Singh who was driving the car and her seven-year- old son Harnoor Singh.
Apart from the driver, the three seriously injured persons Lakhwinder Singh, Jaswinder Kaur and Ravinder Kaur were taken to the district hospital, here. All seriously injured were referred to Ludhiana for advanced medical attention while Davinder Singh driver of the car was under treatment in the district hospital, here.

राष्ट्रीय स्वयंसेवक संघ के मुखपत्न हिन्दी साप्ताहिक पांचजन्य के ताजा संपादकीय में कहा गया है कि इस समय देश के सामने बंगलादेशी घुसपैठियों का संकट अत्यधिक चिंताजनक है। दो करोड़ से ज्यादा बंगलादेशी घुसपैठिए देश की सुरक्षा व राष्ट्रीय एकता-अखंडता के लिए गंभीर चुनौती बने हुए हैं। संघ का मानना है कि दिल्ली सहित अनेक क्षेत्नों में बंगलादेशी गिरोह कानून व्यवस्था के लिए भी संकट बन गए हंै।
संपादकीय में कहा गया है कि सरकार को इस ओर ध्यान केन्द्रित करके जनगणना के माध्यम से एक राष्ट्रीय नागरिकता रजिस्टर तैयार करने का लक्ष्य तय करना चाहिए और प्रयासपूर्वक उस पर क्रियान्वयन होना चाहिए। संघ का मानना है कि यदि ऐसा होता है तो राष्ट्रहित में यह एक महत्वपूर्ण कार्य होगा और इस आधारपर पहचान किए गए घुसपैठियों को कड़ाई से देश से निकाल बाहर किया जाए।

नई दिल्ली. बहुचर्चित रुचिका गिरहोत्रा मामले में सीबीएससी ने चंडीगढ़ स्कूल द्वारा सौंपी गई रिपोर्ट पर अभी तक कोई निर्णय नहीं दिया है। गौरतलब है कि सेकरेड हार्ट कॉन्वेंट स्कूल से रुचिका को निकलवा देने के मामले में डीजीपी एसपीएस राठौर की भूमिका की जांच सीबीएससी कर रही है।
सीबीएससी के चेयरमैन विनीत जोशी ने कहा कि एक समिति के समक्ष स्कूल ने यह रिपोर्ट पेश की थी। फिलहाल इस पर अभी तक कोई निर्णय नहीं लिया गया है। चंडीगढ़ के सेकरेड हार्ट कॉन्वेंट स्कूल ने रुचिका को स्कूल से निकालने के बाद सीबीएससी को मार्च में अपनी रिपोर्ट दी थी। स्कूल का कहना है कि उसने रुचिका को फीस जमा नहीं करने के कारण यह निर्णय लिया था। अत: उसने कुछ भी गलत नहीं किया है।

मोहाली. मोहाली पुलिस ने शनिवार को एक पाकिस्तानी जासूस को चंडीगढ़ के पास स्थित मुल्लांपुर एयरफोर्स स्टेशन एरिया से गिरफ्तार किया है। उसके पास से एक चीनी पिस्टल, 20 कारतूस, एयरफोर्स स्टेशन के नक्शे और फोटो तथा एक डायरी बरामद हुई है। आईएसआई के इस जासूस की पंजाब में खालिस्तान जिंदाबाद फोर्स मदद कर रही थी।
एसएसपी गुरप्रीत सिंह भुल्लर ने बताया कि उन्हें एक पाकिस्तानी जासूस के मुल्लांपुर इलाके में घूमने की सूचना मिली थी। पुलिस उस पर नजर रखे हुई थी, शनिवार को उसे गिरफ्तार कर लिया गया। जासूस की पहचान लाहौर के इरफानउल्ला पुत्र खुर्शीद अहमद के रूप में हुई है। उसकी उम्र 29 वर्ष है और पिछले एक माह से वह पंजाब के अलग-अलग एयरफोर्स बेसेज पर घूम रहा था। नेपाल के रास्ते भारत आए इरफानउल्ला ने मुल्लांपुर एयरफोर्स स्टेशन की जानकारी भी जुटाई थी।
उसके पास से देश के कई एयरफोर्स स्टेशंस के नक्शे मिले हैं। इनमें मुल्लांपुर, हलवारा एयरफोर्स बेस तथा राजा सांसी एयरपोर्ट के नक्शे तथा फोटोग्राफ शामिल हैं। उसका मकसद एयरफोर्स के किसी कर्मचारी को अपने साथ जोड़ना था। उसके खिलाफ कई धाराओं के तहत केस दर्ज किया गया है।
खालिस्तान जिंदाबाद फोर्स कर रही है मदद
इरफान की पंजाब में खालिस्तान जिंदाबाद फोर्स मदद कर रही थी। खालिस्तान जिंदाबाद फोर्स का चीफ रंजीत सिंह उर्फ नीटा तथा गुरमीत सिंह उर्फ बग्गा जर्मनी से इसकी मदद के लिए नेटवर्क तैयार करने में जुटे थे।

मोहाली पुलिस के लिए इरफानउल्ला की डायरी काफी अहम है। डायरी में मौजूद कोडवर्डस पर पुलिस शनिवार देर रात तक इरफानउल्ला से पूछताछ कर रही थी। केस के मुख्य जांच अधिकारी डीएसपी (डी) सतनाम सिंह ने बताया कि डायरी में चंडीगढ़ एयरबेस भी निशाने पर था। इरफानउल्ला ने चंडीगढ़ एयरबेस को ‘बुआ का घर’ कोड दिया था।
आदमपुर एयरबेस को ‘चाचू का घर’, हलवारा एयरबेस को ‘आंटी का घर’, पठानकोट एयरबेस को ‘मामू का घर’, अंबाला एयरबेस को ‘फूफा का घर’ कोड दिया गया था। पुलिस को इरफानउल्ला ने बताया है कि वह दो दिन पहले ही मुल्लांपुर एयरबेस की जानकारी लेने यहां पहुंचा था।

विस्फोटक हटाने संबंधी हाईकोर्ट के आदेश का पालन न करने पर अदालत की अवमानना याचिका पर जस्टिस राजीव भल्ला ने 14 अगस्त के लिए सुनवाई तय करते हुए तब तक पोर्ट से विस्फोटक हटाने के निर्देश दिए हैं। हाईकोर्ट ने नौ नवंबर 2009 को राज्य प्रशासन को निर्देश दिए थे कि दो माह में पोर्ट से विस्फोटकों का जखीरा हटाया जाए।
याची वकील एचसी अरोड़ा ने कहा कि डीसी को इस बारे में मांग पत्र सौंप कर मांग गई थी कि इस आपरेशन से जुडने वाले मिलट्री व पैरा मिलट्री के लोगों को किसी अनहोनी की सूरत में युद्ध में शहीद के समान दर्जा दिया जाए। ऐसा न करने पर मामले में कोई कार्रवाई नहीं हो रही थी। पंजाब सरकार की इस अधिसूचना के बाद अब उम्मीद है कि पोर्ट से विस्फोटक हटा लिए जाएंगे।

रसोई में प्राकृतिक गैस अगले साल तक
चंडीगढ़. शहर के लोगों को उनकी रसोई में प्राकृतिक गैस की सीधी आपूर्ति होगी। इस योजना के अगले साल तक हकीकत में बदलने की संभावना है। केंद्रीय जल संसाधन व संसदीय कार्यमंत्री और स्थानीय सांसद पवन कुमार बंसल ने इस संबंध में शुक्रवार को केंद्रीय पेट्रोलियम व प्राकृतिक गैसमंत्री मुरली देवड़ा से नई दिल्ली में मुलाकात की।
यह जानकारी बंसल के प्रवक्ता प्रदीप छाबड़ा ने विज्ञप्ति में दी। बंसल ने देवड़ा से कहा है कि पेट्रोलियम मंत्रालय सहारनपुर से लुधियाना तक वाया अंबाला प्राकृतिक गैस आपूर्ति की पाइप लाइन बिछा रहा है। इसे अप्रैल 2011 तक पूरा करने का लक्ष्य है। इस लाइन से चंडीगढ़ 50 किलोमीटर से भी कम दूरी पर है। इस लाइन से चंडीगढ़ को भी जोड़ा जाए। छाबड़ा के मुताबिक मुरली देवड़ा ने चंडीगढ़ तक लाइन बिछाने की बात स्वीकार कर ली है।
छाबड़ा के मुताबिक बंसल ने पेट्रोलियम मंत्री के सामने केरोसिन कोटा कम किए जाने का मुद्दा भी उठाया। उन्होंने देवड़ा ने पहले मिलने वाला केरोसिन का कोटा बहाल करने की मांग की। देवड़ा ने केरोसिन लेने वाले सभी नागरिकों तक एलपीजी की सप्लाई सुनिश्चित करने का भी आश्वासन दिया। इसका सारा सिक्योरिटी खर्च ऑयल कंपनियां उठाएंगी। उपभोक्ताओं को केवल बर्नर और एलपीजी की कीमत अदा करनी होगी।

5 घंटे नंबर नहीं आया, मौत आई
चंडीगढ़. यमुनानगर के जगमोहन सिंह, 60 साल की उम्र और बोनमैरो कैंसर की तीसरी स्टेज। शनिवार को पीजीआई की न्यू ओपीडी में अपने नंबर का इंतजार करते-करते साढ़े चार घंटे बीत गए, पर नंबर नहीं आया। मौत जरूर आ गई।
इस दौरान वह तड़पते रहे, परिजन डॉक्टरों से गुजारिश करते रहे, लेकिन उन्हें मेडिसिन ओपीडी के कमरा नंबर 3001 और 3002 के बीच भटकाया गया। दोपहर 12.30 बजे के करीब जगमोहन की सांसें थम गईं। परिजन घबराए तो डॉक्टर एकाएक बाहर आए। जांच के बाद जगमोहन को मृत घोषित कर दिया गया।
शनिवार सुबह जगमोहन यमुनानगर से इसीलिए जल्दी चले थे कि पीजीआई में पूरा दिन इंतजार करने के बाद भी बारी नहीं आती है। शनिवार को जगमोहन को पांचवं नंबर मिला था, लेकिन उन्हें ओल्ड और न्यू पेशेंट के चक्कर में एक कमरे से दूसरे कमरे तक भटकाया गया। साथ आए घरवालों ने कई बार कहा कि मरीज की हालत गंभीर है, लेकिन कमरा नंबर 3001 और 3002 में बैठे डॉक्टरों ने उन्हें देखना जरूरी नहीं समझा।
जगमोहन पिछले डेढ़ साल से पीजीआई में इलाज करा रहे थे। जगमोहन हरियाणा सरकार के थर्मल प्लांट में काम करते थे। उनके परिवार में पत्नी सहित तीन बेटियां और एक बेटा है। पीजीआई प्रवक्ता मंजू वाडवाल्कर का कहना है कि ओपीडी में डॉक्टर मरीजों को देखने के लिए ही बैठे हैं। डॉक्टरों ने मरीज को बचाने की पूरी कोशिश की, दुर्भाग्य की बात कि ऐसा हो गया। इसकी जांच की जाएगी।

मेडिसिन ओपीडी में डॉक्टरों ने जगमोहन के परिजनों से उनका कार्ड, मेडिकल हिस्ट्री जैसा सारा रिकॉर्ड ले लिया है। जगमोहन की मौत के बाद मेडिसिन ओपीडी में सिक्योरिटी गार्डस को तैनात कर दिया गया और किसी को भी परिजनों के पास जाने नहीं दिया गया। जगमोहन की पत्नी प्रकाश कौर के हाथ में डेथ सर्टिफिकेट थमाकर जगमोहन का पार्थिव शरीर ले जाने के लिए कहा गया। जगमोहन के दामाद तरणजीत सिंह ने बताया, ‘सुबह पांच बजे से यहां आए हुए थे। पिताजी को काफी दर्द हो रहा था। हमने डॉक्टरों को बार-बार बताया। हमसे सारा रिकॉर्ड ले लिया है। ये डेथ सर्टिफिकेट ही दिया है।’
इस दौरान वह तड़पते रहे, परिजन डॉक्टरों से गुजारिश करते रहे, लेकिन उन्हें मेडिसिन ओपीडी के कमरा नंबर 3001 और 3002 के बीच भटकाया गया। दोपहर 12.30 बजे के करीब जगमोहन की सांसें थम गईं। परिजन घबराए तो डॉक्टर एकाएक बाहर आए। जांच के बाद जगमोहन को मृत घोषित कर दिया गया।

एक महीने में उन्होंने एक करोड़ की कमाई दिखाई है। उनके पास 88 करोड़ की दौलत है, जबकि अमेरिका राष्ट्रपति ओबामा के पास करीब 25 करोड़ की संपत्ति ही है। पिछले 6 साल में माया के खजाने में 700 फीसदी की बढ़ोतरी हुई है।
दलितों की मसीहा कही जाने वाली यूपी की मुख्यमंत्री मायावती की संपत्ति एक अरब को छूने के करीब है। यूपी विधान परिषद चुनाव के लिए मायावती ने जो हलफनामा दाखिल किया है, उसके मुताबिक वह 88 करोड़ रुपए की मालकिन हैं।
2004 में चुनाव आयोग को दिए गए अपने हलफनामे में मायावती ने अपनी संपत्ति 11 करोड़ रुपये दिखाई थी। 2007 में यही संपत्ति बढ़कर 52 करोड़ हो गई यानी चार साल में मायावती ने 41 करोड़ रुपये कमाए।
उधर, दुनिया की सबसे बड़ी अर्थव्यवस्था चला रहे अमेरिकी राष्ट्रपति बराक ओबामा पिछले 5 दशकों में अमेरिका के सबसे गरीब राष्ट्रपति हैं। ओबामा की निजी संपत्ति महज 50 लाख अमेरिकी डॉलर है, जो कि पिछले 50 साल में किसी भी राष्ट्रपति की संपत्ति की तुलना में काफी कम है।
